What Small Employers Should Know About Group Health Insurance
Small employers face unique challenges in today’s benefi ts environment.
North Carolina’s Small Group Reform Act helps employers with fewer than 50
employees access affordable health insurance. Here are a few key points to
consider when developing your benefi ts plan:
The company must be located in and be incorporated, registered or
licensed to do business in North Carolina.
Plans are available on a “guaranteed issue” basis. Carriers may limit
plan designs, and not all plans are available statewide.
Benefi ts must be available to all eligible full-time employees. “Eligible” is defined as permanent employees working 30 or more hours per week. Seasonal and temporary employees are excluded.
Employers must contribute at least 50% of the employee only premium, and 75% of the employees not covered by other group or government insurance must participate.
Employers are responsible for administering the plan and will need
to understand carrier requirements, employees’ rights to enrollment,
benefi ts and continuation of coverage, as well as federal mandates such as ERISA, COBRA and HIPAA.
